An investigation into the facility's reporting history revealed the site had failed to submit Form R reports for zinc (fume or dust) for calendar years 2016 and 2017 on or before the respective due dates. Thus the facility was in violation of 42 USC 11023 for failing to submit Form R reports by July 1st for the previous year's activities.
