The Regional Judicial Officer issued a Final Order on September 26, 2019, ratifying the Consent Agreement to commence and settle an enforcement action alleging SPCC violations with Lee Hy Paving Corporation, the owner and operator of a hot-mix asphalt facility in Rockville, Virginia. Respondent failed to correctly prepare and fully implement an SPCC plan at the facility. Virginia has not received delegation of the SPCC program but has been informed of this enforcement action.
