The Defendants are in the business of conducting lead-based paint abatements and renovations at residences in the metropolitan New York City area and have failed to: notify EPA of lead-based paint abatement activities, ensure that a certified supervisor is on-site during the abatements, ensure that abatements are conducted only by certified workers and according to prescribed procedures and obtain firm certification from EPA prior to performing lead-based paint renovations.
