The Defendant owns and operates a scrap metal processing facility in Jersey City, New Jersey. The shredder processes a combination of scrap automobiles and other scrap metal materials, has no controls for volatile organic compounds (VOCs), and is emitting VOCs at levels that require emission controls. The Defendant is also in violation of NJ RACT and Title V requirements.
