Respondent operated an oil bulk terminal in Wenatchee, Washington without an adequate spill prevention, control and countermeasure (SPCC) plan and operations lacked adequate spill prevention precautionary measures for underground oil piping. In 2017, terminal piping leaked fuel oil that entered the Columbia River. The Columbia River is a highly valued surface water in the Pacific Northwest.
