On November 27, 2019, EPA Region 1 and the Electric Boat Corporation (Electric Boat) settled an administrative penalty case for alleged violations of EPCRA and EPCRA regulations that occurred at Electric Boat's Quonset Point facility, which manufacturers submarine components in North Kingstown, Rhode Island. The case Complaint, filed on November 5, 2019, alleged that Electric Boat failed to timely provide EPCRA Section 313 Toxic Release Inventory reports for butyl alcohol used at the facility during calendar years 2015, 2016, and 2017. Electric Boat corrected the violations after EPA's EPCRA inspector spoke with a facility environmental manager in February 2019. EPA and Electric Boat settled the case with a Consent Agreement and Final Order, filed on November 27, 2019, in which Electric Boat agreed to pay a $59,100 settlement penalty. EPCRA's TRI reporting program is a non-delegated federal program enforced only by EPA. Enforcement of EPCRA's reporting requirements ensures that communities are not deprived of their right to know about chemical releases that may affect public health and the environment.
