On January 23, 2020, EPA Region III filed a Consent Agreement and Final Order (CAFO) regarding the United States Army Garrison Fort Detrick located in Frederick, Maryland. The respondent to the CAFO is the U.S. Department of the Army and the CAFO addresses alleged violations of RCRA Subtitle C requirements (violation of generator requirements) and the CAA (violations of the multiple conditions of the Title V operating permit). The settlement requires a payment of $440,399. Throughout the entire enforcement process, Region III coordinated with the Maryland Department of the Environment (MDE) and MDE is supportive of Region III's efforts.
