On February 28, 2020, Region 5 filed a Consent Agreement and Final Order (CAFO) commencing and concluding an administrative matter under Section 16(a) of the Toxic Substances Control Act (TSCA) with Continental Window & Glass Corporation (Continental). The CAFO alleges that Continental failed to comply with the lead-based paint work practice requirements, recordkeeping requirements and Pre-Renovation Education requirements while performing renovation work in pre-1978 residential housing and child-occupied facilities (target housing) that disturbed painted surfaces from calendar years 2016, 2017, and 2018. Pursuant to the CAFO, Continental will pay a civil penalty of $38,105. Additionally, Continental will complete a Supplemental Environmental Project (SEP) to reduce exposure of lead-based paint hazards in low-income residential areas located in Chicago, Illinois.
