On March 28, 2019, there was an accidental chemical release event at Respondent?s Port Arthur facility, resulting in flaring and a reportable environmental emission event. This release event identified an area of non-compliance with 40 CFR 68.73, for mechanical integrity related to the interlock for the set pressure on a PSV.
