The U.S. Environmental Protection Agency, Region 10 issued an Administrative Order on Consent to
Vickie Lee Hutton (Respondent) to resolve the alleged Clean Water Act (CWA) violations in Juneau,
Alaska. Respondent knowingly violated the CWA by discharging dredged and/or fill material to 0.50
acre of fen wetlands adjacent to unnamed tributaries of Strawberry Creek without a CWA Section 404
permit from the U.S. Army Corps of Engineers. To mitigate the environmental and habitat losses
resulting from the violation, Respondent has agreed to execute a Declaration of Environmental
(Restrictive) Covenant for a portion of the property to restrict future development of the undisturbed
wetlands and Strawberry Creek and its tributaries, which provide important salmon habitat in the area.
