Keystone Steel and Wire, failed to comply with applicable used oil RCRA regulations by managing cooling water and waste water containing used oil in a surface impoundment. As part of the CAFO, the facility has agreed to implement a compliance plan with secified measures regarding inspections, procedures, equipment and training to ensure that no more than deminimis quantities of used oil enter the surface impoundment.
