This Administrative Order is issued pursuant to the authority vested in the Administrator of the United States Environmental Protection Agency by Section 3013(a) of the Resource Conservation and Recovery Act, as amended, 42 U.S.C. Section 6934(a). Complainant is the Director of the Enforcement and Compliance Assurance Division, EPA Region 9. The authority to issue this Order has been duly delegated to the Director of the Enforcement and Compliance Assurance Division.
