On February 24, 2020, Region 1 filed a consent agreement and final order (CAFO) resolving TSCA violations at several locations in MA and CT from leaking Eversource transformers (Docket Nos. TSCA-01-2020-0025, TSCA-01-2020-0026, and TSCA-01-2020-0027). The CAFO alleges that Eversource violated non-disposal and disposal regulations governing manifesting, storage, and disposal of PCBs and PCB remediation waste. The company has agreed to pay a $129,428 penalty to resolve these matters and certifies that it is now operating in compliance with TSCA. The Region has coordinated with the State of Connecticut in this action. The State of Connecticut is not authorized to enforce the PCB regulations but supports the action.
