Respondent self-notified to EPA that it illegally disposed of hazardous waste at a Subtitle D landfill. Respondent did not wait for testing results before disposing of the soil remediation waste. Respondent also failed to identify LDRs prior to the illegal disposal and manifest the hazardous waste.
