On May 5, 2020, Region 1 issued a Clean Water Act Administrative Order (AO) to the Wrentham Developmental Center in Wrentham, Massachusetts. The Center has an advanced secondary wastewater treatment facility that discharges wastewater to an unnamed tributary that ultimately flows into the Charles River. The treatment facility exceeded its limits for copper, phosphorus, lead, zinc and aluminum contained in its NPDES permit. The AO requires the facility to conduct bench-scale jar testing to evaluate the effectiveness of proposed treatment alternatives, full-scale testing of recommended methods, and implement recommended operational changes necessary to meet permit limitations by June 30, 2021.
