Based upon available information, and pursuant to Section 311(c), (e), and (m) of the Clean Water Act ( CWA ), 33 U.S.C. Sections 1321(c), (e), and (m), the United States Environmental Protection Agency ( EPA or the Agency ) hereby makes and issues the following Administrative Order on Consent ( Order ), with the express consent of Big Island Energy Co. LLC ( Respondent ).
