The U.S. Environmental Protection Agency, Region 9 (EPA) is informing the Bureau of Customs and Border Protection of the U.S. Department of Homeland Security (CBP) that the Virus Shut Out cards on lanyards in the two import shipments should be Denied Entry-Refused Delivery into the United States pursuant to the authority of Section 17(c) of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), 7 U.S.C. Section 136o(c), and the implementing regulations at 19 C.F.R. Section 12.114. The parcels arrived without Notice of Arrival. The importer, Fine USA Trading Inc., attempted to import two shipments of unregistered Virus Shut Out cards into the United States. All pesticides are required to be registered with EPA before their entry into the United States, unless certain exemptions are met, pursuant to Section 3 of FIFRA.
