Respondent failed to comply with all the requirements of the Renovation, Repair and Painting (RRP) Rule by failing to assign a certified renovator to each renovation, provide the owner with the EPA-approved pamphlet before beginning renovation activities, and retain records needed to demonstrate compliance.
