Respondent's Melamine Plant experienced a leak from a gasket failure.The leak resulted in a release of an ammonia compound to the atmosphere. Respondent determined the leak was due to the use of an improper gasket, which is a violation of 40 CFR 68.73(b), requiring the owner or operator to establish and implement written procedures to maintain the ongoing integrity of process equipment.
