On June 29, Region 3 issued a Notice of Refusal of Admissions (NORA) to the U.S. Customs and Border Protection to refuse admission of an unregistered pesticide imported by UPS Customs Brokerage through the UPS Philadelphia Airport Hub. The unregistered product is Fabulosa lemon Sherbet Trigger , which the manufacturer states is to be used as an antibacterial spray. A pesticide is any substance intended for preventing, destroying, repelling, or mitigating any pest, including bacteria, and all pesticides must be registered with the EPA. Sale and distribution of an unregistered pesticide is a violation of FIFRA.
