On May 13, 2020, EPA Region 3 issued two Notice of Refusal of Admissions (NORA) to the U.S. Customs and Border Protection to refuse admission of misbranded UV lights being imported as part of a water disinfection device called ?Dulcode UVC Disinfection Filtering Unit?. The UV lights are considered a pesticide device under FIFRA since they make disinfection claims. The product was refused because they were misbranded in that they were not properly labelled under FIFRA and it was not produced in an EPA registered establishment, which is a requirement of FIFRA. The importer has opted to remove the UV lights from the shipment and export them out of the country. The Newark, NJ shipment was originally destined for the Port of Philadelphia but was re-routed to Newark, NJ after the NORA was issued.
