On July 21, 2020, EPA issued three Clean Water Act Administrative Orders (Orders) to LKQ Northeast, Inc. facilities in Webster, Leominster, and Southwick, Massachusetts. EPA inspections at these auto salvage yards revealed noncompliance with the 2015 Multi-Sector General Permit (MSGP) for Stormwater Discharges Associated with Industrial Discharges. The Orders require the facilities to come into compliance with MSGP requirements, update their Stormwater Pollution Prevention Plans, and submit evaluation and implementation plans for pollution prevention best management practices at each of their identified stormwater outfalls.
