Respondent received unmanifested PCB waste but failed to send an unmanifested waste report to EPA within 15 days. Respondent shipped waste for disposal without identifying it as PCB on a hazardous waste manifest. Respondent paid a monetary penalty of $25,970 and all waste was eventually disposed at an authorized TSCA facility.
