Summary

EPA alleged emission limit exceedances for fluoride, mercury, SO2, and NOx at the Faircrest electric arc furnace and an exceedance of SO2 and PM10/PM2.5 emission limits at two baghouses at Harrison used to control emissions from the melt shop. EPA also alleged a failure to meet minimum PM collection efficiency limits at two bloom grinders and a failure to conduct performance tests at minimum throughput rates at two EAFs at Harrison. EPA is issuing a concurrent CAFO requiring Timken to pay a penalty of $350,000. This ACO requires Timken to implement a revised scrap management plan at Faircrest. At Harrison, this ACO requires Timken to: investigate and correct the cause of any meltshop opacity reading greater than 3%; perform quarterly meltshop building envelope inspections and repair any significant openings in the meltshop structure; and implement a meltshop ventilation reallocation project that will result in greater PM capture efficiency. In addition, Timken has removed the ability to burn tires at the Harrison EAFs. These actions will result in a PM10 emission reduction of 70.8 tons per year, an SO2 emission reduction of 148 tons per year, and addresses the violations set forth in the NOV/FOVs issued to Timken on August 5, 2014 and November 2, 2015.
