This Administrative Order on Consent requires the City of San Juan Bautista to develop and implement a Master Plan to address Clean Water Act violations of its NPDES Permit limits. Violations include exceedances of BOD and Coliform limits, but primarily consist of Sodium, Chloride and TDS limit exceedances. The Master Plan will look at alternatives to provide softer water to the community, infrastructure improvements to improve performance of the wastewater treatment plant, and infrastructure to send wastewater to the nearby City of Hollister's wastewater treatment plant.
