The AOC mitigates alleged violations of Section 301 of the Clean Water Act (CWA) that the U.S. Environmental Protection Agency discovered at the City of Rocky River, Ohio (?the City?). The City discharged and continues to discharge, without a permit authorizing such discharges, sanitary sewage (SSO) into Lake Erie directly or via Spencer Creek through constructed outfalls.
