On September 10, 2020, EPA issued a Clean Water Act Administrative Compliance Order (Order) to the City of Springfield, Massachusetts (City) addressing its noncompliance with the National Pollutant Discharge Elimination System (NPDES) Multi-Sector General Permit for Stormwater Discharges Associated with Industrial Activity, last issued on June 4, 2015 (2015 MSGP), at its Bondi Island Sanitary Landfill. The City's noncompliant activity includes failing to minimize exposure of landfill wastes to stormwater, provide training to all employees, conduct routine facility inspections, or comply with the numeric effluent limitations of the 2015 MSGP.
