Region 5 filed an Expediated Settlement Agreement and Final Order with Respondent Bell Laboratories, Inc (Bell). At its facility located at 3699 Kinsman Boulevard in Madison, Wisconsin. Bell makes residential and commercial rodent control products.EPA conducted an inspection on April 25, 2019, and found that Bell failed to comply with the container labeling, training records, contingency plan, air emissions equipment leaks records, air emissions container, hazardous waste determination, and used oil container labeling requirements under the Resource Conservation and Recovery Act (?RCRA?), 42 U.S.C. ?6922(a)(6) and the Wisconsin hazardous waste management program. EPA issued Bell Laboratories a Notice of Violation on January 29, 2020EPA offered Bell an opportunity to settle this matter through an Expedited Settlement Agreement. Bell agreed and has certified that it is complying with the applicable sections of RCRA and its implementing regulations. Bell also will pay a $7,000 penalty.
