On October 14, 2020 EPA Region III filed a Consent Agreement and Final Order, simultaneously commencing and concluding an administrative action proceeding against Alliant Techsystems Operations LLC ( ATO ) located at 55 Thiokol Rd in Elkton, MD, for alleged violations of the Resource Conservation and Recovery Act ( RCRA ) and the authorized Code of Maryland Regulations, and the Facility's State-issued permit discovered after a joint EPA/MDE inspection of the Facility on June 25-26, 2018. ATO manufactures solid rocket fuel and propellant tubes for aerospace and military purposes. The alleged violations include failing to comply with permit requirements related to its onsite burn pad, storage buildings, and training requirements; failing to properly label/date and keep closed containers of hazardous and universal waste; and failing to obtain the final signed manifest related to a shipment of hazardous waste. Region 3 notified MDE, which had no objections to this action. Per the terms of the Consent Agreement, ATO will pay a civil penalty in the amount of $36,920.00.
