he Consent Agreement and Final Order (CAFO) for Afton Chemical Corporation (Afton), Sauget, Illinois address violations regarding the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Miscellaneous Organic Chemical Manufacturing (MON), at 40 C.F.R. Part 63, Subpart FFFF, Afton's Title V permit, and the NESHAP from the Synthetic Organic Chemical Manufacturing Industry, at 40 C.F.R. Part 63, Subparts F, G, and H (HON).
Specifically, Afton failed to monitor connectors in accordance with EPA Reference Method 21 and the provisions set forth in the HON. Afton had reported a leak rate of less than 0.05 percent. During a leak detection and repair comparative monitoring inspection of the Facility during October 2017, EPA found a leak rate of 1.16 percent for connectors. Additional, Afton does not confirm whether equipment is in organic HAP service when monitoring occurs. Finally, Afton has been underreporting hazardous air pollutant (HAP) emissions from the facility that allowed the facility to avoid compliance with the MON since May 10, 2008. EPA addressed these violations in an Administrative Consent Order finalized on December 20, 2019.
Afton will pay civil penalty of $327,500. The CAFO addresses the violations set forth in the NOV/FOV issued to Afton on April 20, 2018.
