On November 19, 2020, EPA issued an administrative order under CWA 311(c) and (e) to Anthony Troiano & Sons, Inc. requiring the company to come into compliance with the Oil Pollution Prevention regulations by updating the Spill Prevention Control and Countermeasure plan for its Enfield, Connecticut facility and providing adequate secondary containment for the facility's oil storage tank, loading rack, and off-loading area. In addition, because the facility has a tank with a total oil storage capacity greater than a million gallons, did not have sufficient secondary containment, and is located such that an oil discharge could cause injury to fish and wildlife and sensitive environments, the administrative order also requires the company to prepare and implement a Facility Response Plan.
