EPA alleged asbestos NESHAP violations resulting from the renovation of a former Tortilla Factory in
Boise, Idaho. The resondents in the case were a general contractor and the asbestos subcontractor
working under them. Violations were a failure to notify EPA in advance of the project and failure to
conduct a thorough survey for asbestos buildng materials prior to starting the project, as required under
the asbestos National Emissions Standards for Hazardous Air Pollutants (asbestos NESHAP) uder the
Clean Air Act.
