On November 2, 2020, EPA Region III settled Clean Air Act (CAA) matter with Save-A-Lot Food Stores, Ltd. located in Williamsport, Maryland. After a Risk Management Program inspection by the Oil and Prevention Enforcement Section on January 14, 2020, EPA found that the Respondent had violated regulations implementing Section 112(r) of the CAA which requires chemical accident prevention planning at facilities that use certain hazardous substances. Save-A-Lot Food Stores, Ltd. which uses anhydrous ammonia in its refrigeration process, specifically failed to install emergency stop switches, ventilation control switches, and audible/visual alarms outside of each entrance to the ammonia room. Additionally, the alarm setting was not properly set at 25 ppm. Also, Save-A-Lot Food Stores, Ltd. failed to have ammonia roof pipe rack calculations and mechanical integrity inspections for open pipe insulation. Save-A-Lot Food Stores, Ltd. has agreed to pay a cash penalty of $1,440 as part of an Expedited Penalty Action and Consent Agreement.
