On February 11, 2021, EPA Region 10 filed an Administrative Complaint against Carl Grissom for
violations of the Clean Water Act (CWA) in the South Fork Clearwater River near Elk City Idaho.
Specifically, the Complaint alleges that Mr. Grissom operated a suction dredge and discharged
pollutants into waters of the United States without a permit issued under Section 402 of the CWA. On
June 17, 2020, EPA and Mr. Grissom entered into a Consent Agreement by which Mr. Grissom will
pay a civil penalty in the amount of $24,000 to resolve the violations alleged in the Complaint.
