EPA Region 10 Settles with Caldwell Industrial Airport, Caldwell, Idaho for CWA Violation
On March 16, 2021, Region 10 issued a compliance agreement and final order to City of Caldwell for
its Caldwell Industrial Airport in Caldwell, Idaho. Caldwell Industrial Airport agreed to pay a penalty
of $15,000.. Caldwell Industrial Airport was in violation of the Industrial Stormwater General Permit.
Violations include failure to conduct quarterly inspections, failure to minimize erosion, failure to
implement control measures to miniize exposure of fueling operation to precipitation, and incomplete
SWPPP. The discharge flow from the facility travels through the following water bodies: East
Caldwell Drain, Indian Creek, Boise River, Snake River, Columbia River, Pacific Ocean. Significant
portions of the discharge path is through anodromous fish passage waters.
To return to compliance, the Respondent has made modifications to the facility to specifically address
the violations, and has agreed to modify its SWPPP. The estimated cost of implementing this
injunctive relief is $12,700. Actions taken by the facility will reduce amount of pollutants discharged
into the receiving waters. For example, total suspended solids will be reduced by about 2,170 pounds
per year.
