On February 2, 2021, Region 1 filed a Consent Agreement and Final Order (CAFO) resolving TSCA violations by Fresh Coats Painting & Remodeling, LLC (Fresh Coats Painting & Remodeling) for renovation work conducted on a residential home located in New London, Connecticut. The CAFO alleges that Fresh Coats Painting & Remodeling violated the TSCA Lead-Based Paint Renovation, Repair and Painting (RRP) Rule by failing to obtain EPA RRP certification, assign a certified renovator, provide EPA-approved lead hazard pamphlet, properly contain exterior work, and retain required records.
EPA learned of the TSCA violations when EPA conducted a compliance inspection of the renovation work. The company has agreed to pay a $2,388 penalty within 30 days of the effective date of the CAFO to resolve this matter and certifies that it is now operating in compliance with the RRP Rule.
