Summary

On March 11, 2021, EPA issued a Clean Water Act Administrative Order (AO) to Governor's Academy, a private school located in Byfield, Massachusetts, for its violations of the total copper effluent limit in its NPDES permit. Governor's Academy owns and operates a wastewater treatment facility that is covered by a 2011 EPA-issued NPDES permit authorizing the discharge of pollutants to a tributary of the Mill River. The AO requires the school to conduct a study for one year to determine if copper discharge concentrations can be lowered using different chemicals in the treatment process. The school will then implement a schedule to achieve compliance with the permit. The AO contains interim limits for total copper which will remain in effect until completion of the work required under the AO.
