On January 8, 2021, Region 1 entered into an Expedited Settlement Agreement with Calpine Corporation's Westbrook Energy Center resolving alleged violations of Section 112(r) of the Clean Air Act and risk management planning regulations in the handling of anhydrous ammonia at its natural gas-fired electrical generation facility in Westbrook, Maine. Westbrook uses anhydrous ammonia in a closed chiller system to cool inlet air to the gas turbines and aqueous ammonia in the selective catalytic reduction system used to control nitrogen oxide air emissions from the stack. The company will pay a penalty of $13,500 and has certified that it has corrected the violations.
