## Summary

On October 27, 2020, Region 1 filed a Consent Agreement and Final Order both initiating and resolving an action against Vanderbilt Development Corporation (Vanderbilt) and Manchester Commons Associates (Manchester) for violations of TSCA, the Residential Lead-based Paint Hazard Reduction Act, the Renovation, Repair and Painting (RRP) Rule and the Lead Paint Disclosure Rule. Vanderbilt and Manchester Commons (Respondents) are related companies that own residential properties that are target housing in and around Manchester, Vermont. Vanderbilt also is a property management company. In addition, Vanderbilt performs renovations on properties that it owns and/or manages. Vanderbilt and Manchester failed to provide the lead-hazard information pamphlet to tenants, to provide the Lead Warning Statement, and to disclose the presence of lead-based paint or lack of knowledge thereof under the Disclosure Rule. Vanderbilt failed to obtain firm certification, to assign a certified renovator, and to cover the ground with plastic sheeting as required by the RRP Rule. Respondents will pay a penalty of $13,493 and will maintain compliance with the Disclosure and RRP Rules.
