On March 12, 2021, EPA and Blakeslee Prestress, Inc. (Blakeslee Prestress) settled an administrative penalty case for an alleged violation of the Emergency Planning and Community Right to-Know Act (EPCRA) that occurred at the Blakeslee Prestress' facility in Branford, Connecticut. Blakeslee Prestress manufactures precast concrete structural components. EPA alleged that Blakeslee Prestress failed to submit an emergency and hazardous chemical information form (Tier 2 Form) for calendar year 2018 to the local emergency planning committee, state emergency response commission, and the local fire department. The EPCRA Tier 2 reporting program is a non-delegated federal program enforced only by EPA. Enforcement of EPCRA's Tier 2 reporting requirements ensures that emergency responders and planners are aware of critical information regarding the locations, as well as the amount, of hazardous chemicals present at facilities. Blakeslee Prestress agreed to pay a settlement penalty of $20,513.
