EPA alleged violations of asbestos NESHAP regulations under the Clean Air Act, which require a
facility owner to conduct a survey for the presence of asbestos prior to starting a renovation, to notify
EPA in advance, to have a trained supervisor on site whenever regulated asbestos is disturbed and to
place asbestos waste materials into leak-tight containers.
