Respondent shipped 14 drums of PCB waste for disposal without labelling them as PCB waste, and without properly identifying them as PCB waste on the hazardous waste manifest. The drums were identified by sampling at the storage facility and ultimately disposed of at an authorized TSCA disposal facility. Respondent paid a penalty of $43,823.
