On April 6, 2021, Region 3 concluded a consent agreement and final order with Payne's Parking Designs, Inc., of Bealeton, VA, to resolve CAA violations related to the installation of defeat devices which mechanically bypass vehicle emission controls. Under the agreement, Payne's Parking will pay a civil penalty of $4,876 and must cease installation of any defeat devices. This action supports the National Compliance Initiative for Stopping After Market Defeat Devices.
