The City of Winchester has agreed to enter into an Administrative Compliance Order on Consent
(AOC) to ensure compliance with its NPDES permit. The City exceeded their effluent limits in their
NPDES permit for E. coli, total residual chlorine, total suspended solids, BOD5, ammonia, foam, oil
and grease, and also failed to meet the requirements of the Quality Assurance Plan.
