EPA Region 10 reached settlement with the City of Winchester (Respondent), Winchester, ID for CWA
Violations. Respondent exceeded effluent limits in their NPDES permit for E.coli, total residual
chlorine, total suspended solids, BOD5, ammonia, foam, oil and grease, and failed to meet Quality
Assurance Plan requirements. Settlement will ensure that the Respondent maintains compliance with
their NPDES permit and protects human health and aquatic life. The Respondent has agreed to pay a
penalty of $15,000 and has returned to compliance.
