SABIC owns and operates two hazardous waste liquid fuel boilers at a major source of hazardous air pollutants. The boilers were mis-permitted as area sources. Consequently, SABIC did not comply with some of the major source requirements in the National Emission Standard for Hazardous Air Pollutants from Hazardous Waste Combustors. Because SABIC has demonstrated through feed concentration data that the maximum theoretical emission concentrations of mercury, semivolatile metals, low volatile metals, and chloride are below their emission standard, EPA approved SABIC's request to waive the requirements to conduct performance tests for mercury, semivolatile metals, low volatile metals, and chloride. Thus, SABIC must conduct only a particulate matter test.
SABIC must also submit an application to modify its Title V permit to correct certain errors in its Title V permit.
