On June 3, 2020, anhydrous ammonia was accidentally released into the atmosphere in excess of the reportable threshold of 100 pounds. Respondent violated the General Duty Clause of Section 112(r)(1) of the CAA by failing to design and maintain a safe facility as necessary to prevent the release.
