On August 25, 2021, EPA Region 6 issued an Administrative Order (AO) under its authority pursuant to 42 U.S.C. Section 300h-2(c) to Raptor Resources, LLC located in Pawhuska Oklahoma. The AO was issued in response to violations of 40 C.F.R. Section 147.2925(a). The AO requires Raptor Resources, LLC to: (1) Install the pressure line to continuous monitoring device below the cut-off valve. The pressure line should be installed without any valves or blockages so injection pressure will be continuously monitored and recorded at all times (24 hours/7 days a week).
(2) Install the proper fittings on the annulus to allow for an EPA inspector to attach a pressure gauge.
(3) Inject on gravity feed only. The injection pump or any other pumps shall not be used to aid in the injection and/or downhole placement of fluids. The pumps shall only be used for the surface movement of fluids to the well.
(4) Resubmit the monthly injection reporting information with certification as per 40 CFR Section 147.2925 for the months of November 2019 and December 2019.
(5) Submit the production information for the months of November 2019 and December 2019.
Raptor Resources,LLC must respond to EPA Region 6 within 30 days of receiving the AO.
