Region 10 Settles with Flight Doctor West, LLC, for Clean Water Act (CWA) Violations (Caldwell, ID)
On March 21, 2022, EPA Region 10 filed an industrial non-filer expedited settlement agreement
resolving CWA NPDES violations by Flight Doctor West, LLC for their operation at the City of
Caldwell's Industrial Airport in Caldwell, Idaho. EPA Region 10 determined Flight Doctor West, LLC
required coverage under the EPA Stormwater Multi Sector General Permit (MSGP). EPA Region 10
made this determination following an October 2019, inspection conducted by Idaho Department of
Environmental Quality (IDEQ) on behalf of EPA, which also resulted in EPA Region 10 issuing an
administrative compliance order on consent with the City of Caldwell. EPA Region 10 alleged that
Flight Doctor West, LLC violated the NPDES program of the CWA at the Airport by failing to obtain
coverage under EPA's MSGP. Flight Doctor West, LLC has obtained a No Exposure Certification
under IDEQ's industrial stormwater permit after modifying its operations. The estimated cost of
injunctive relief is $600. Actions taken by the facility should reduce discharged pollutants from
industrial activities associated with airports into receiving waters. Respondent also agreed to pay a
penalty of $2,500.
