Region 10 Settles with Cascade Aircraft Management, LLC, for Clean Water Act (CWA) Violations

On January 3, 2022, EPA Region 10 filed an industrial non-filer expedited settlement agreement
resolving CWA NPDES violations by Cascade Aircraft Management, LLC for their operation at the
City of Caldwell's Industrial Airport in Caldwell, Idaho. EPA Region 10 determined Cascade Aircraft
Management, LLC required coverage under the EPA Stormwater Multi Sector General Permit
(MSGP). EPA Region 10 made this determination following an October 2019, inspection conducted by
Idaho Department of Environmental Quality (IDEQ) on behalf of EPA, which also resulted in EPA
Region 10 issuing an administrative compliance order on consent with the City of Caldwell. EPA
Region 10 alleged that Cascade Aircraft Management, LLC violated the NPDES program of the CWA
at the Airport by failing to obtain coverage under EPA?s MSGP. Midfield Aviation, LLC has obtained
coverage under IDEQ's industrial stormwater permit and began implementing its requirements. The
estimated cost of injunctive relief is $600. Actions taken by the facility should reduce discharged
pollutants from industrial activities associated with airports into receiving waters. Respondent also
agreed to pay a penalty of $500.
